At what point is an electric bicycle considered a motorcycle?

An electric bicycle is considered a Motorcycle when it exceeds certain technical specifications and legal requirements. These specifications may vary by country or state. In general, if an electric bicycle has a motor with a power output higher than a certain threshold, usually around 750 watts, it may be classified as a Motorcycle. Additionally, if the electric bicycle can reach speeds higher than a certain limit, which is often around 20-28 mph, it may also be considered a Motorcycle.
